ARS was contracted by the Balkan Investigative Regional Reporting Network – BIRN HUB to assess the cross-regional project “Paper Trail to Better Governance” financed by Austrian Development Agency and implemented in the South-Eastern Europe/Danube Region: Albania, Bosnia and Herzegovina, Kosovo, Macedonia, Montenegro and Serbia.  Through this engagement, ARS undertook a comprehensive overall assessment of the project and to provide recommendations for possible continuation and scaling of the project. The conclusions and recommendations generated by this evaluation were mainly addressed to its main users: organizational management and the donor.  The assessment included direct interviews with stakeholders, participants and beneficiaries of the project from across the SEE region, assessment of achievements through careful revision of project documentation and impact measurement.
